Changyuan awarded the title of “China’s Base for Medical Materials Production.”

Xinxiang, People's Daily Online, December 19 (Reporter Zhang Zitian) — This morning, the awarding ceremony for the title “China Medical Materials Production Base” and the Forum on Industrial Upgrading and Development were held in the Comprehensive Conference Room of the Changyuan County Government. The ceremony was organized by the National Association of Health Industry Enterprise Management and conferred upon Changyuan County the title of “China Medical Materials Production Base.”

The leaders attending the ceremony included Sun Longchun, former Deputy Minister of the Ministry of Health; Cai Renhua, President of the National Association of Health Industry Enterprise Management under the Ministry of Health; and Wu Shengjun, County Mayor of Changyuan County. Also in attendance were Wang Bo, an expert in health materials; representatives from more than 30 health materials manufacturing enterprises in Changyuan County; hospital representatives; and representatives from various townships and subdistricts in Changyuan County—altogether over 200 people.

In his speech, Wu Shengjun, County Mayor of Changyuan County Government, said: “The healthcare materials industry has taken root and grown in Changyuan County, yielding abundant fruits. Moving forward, the county Party committee and government will seize this opportunity to closely align with national industrial policy orientations and industry development trends, further strengthening support in terms of policies, technology, and talent. We will guide the healthcare materials industry to accelerate its transformation and upgrading. First, we must persist in a dual-drive approach—both attracting investment through projects and fostering industrial development—to bolster the industry’s long-term growth momentum. Second, we need to speed up strategic restructuring and cooperation among enterprises, cultivating leading and backbone companies. Third, we must expedite the construction of specialized industrial parks to elevate the level of agglomeration and cluster development. Fourth, we must accelerate the industry’s transformation and upgrading, enhancing its capacity for sustainable development, thereby turning it into a key growth engine for the county’s economy and striving to explore and create new experiences and practices for the development of the healthcare materials industry.”

Cai Renhua, President of the National Association of Health Industry Enterprise Management under the Ministry of Health, introduced that health materials are a sunrise industry closely tied to national economic development and people's livelihoods, with enormous market potential and limitless growth prospects. Although Changyuan County boasts strong industrial concentration and considerable development scale in the field of medical health materials, its expertise currently focuses solely on medical-grade health materials. As a broad industry, health materials encompass not only medical-grade but also civilian-grade health materials. To thrive in this sector, it is crucial to refine product positioning and industrial planning, intensify technological innovation, enhance the scientific and technological content of products, and develop high-quality health materials as well as advanced medical devices and consumables. At the same time, it is equally important to increase investment in and expand the development of civilian-grade health materials, thereby better meeting the substantial and indispensable needs of the general public in their daily lives. Only by adopting this comprehensive approach can Changyuan County truly live up to its reputation as China’s “Base for Health Materials Production.”

Sun Longchun, former Deputy Minister of the Ministry of Health, pointed out that Changyuan County is a region in China where the health materials industry is relatively concentrated and serves as a major production hub for health materials products. It accounts for 60% of the domestic market for medical health materials used in hospitals. The association’s recent designation of Changyuan County as the “China Health Materials Production Base” not only recognizes the county’s achievements in the health materials industry but also reflects high expectations for the future development of China’s health materials sector. He expressed his hope that, in its future development, Changyuan County will draw on domestic experience, analyze trends in the health materials industries of the Bohai Rim, the Yangtze River Delta, and the Pearl River Delta regions, pursue a path of differentiated development, look beyond the local level to the national stage, highlight its strengths in health materials manufacturing, focus on industrialization and scale-up, actively attract new industrial projects, and fully leverage the manufacturing advantages of existing enterprises in areas such as high-value medical health materials, low-value medical health materials, environmentally friendly nonwoven materials, and civilian health materials. By doing so, Changyuan County can achieve scaled production and gradually transform its health materials industry from large-scale to strong, driving the shift from “Made in Changyuan” to “Created in Changyuan” and further strengthening its position as the “National Health Materials Production Base.”

Entrepreneurs from the medical supplies industry, including Wang Jiyong, Chairman of Henan Piao’an Group; Wang Guosheng, Chairman of Henan Tuoren Group; and Han Litao, General Manager of Henan Yadu Industrial Co., Ltd., delivered speeches at the conference on behalf of numerous medical supplies enterprises in Changyuan County. Professor Wang Bo, an expert in sanitary materials, gave a comprehensive address, systematically examining the current state of development of sanitary materials both domestically and internationally, as well as exploring ways to enhance the growth of the sanitary materials industry.

Changyuan County is located at the junction of Henan and Shandong provinces, bordered to the east by the Yellow River. It has no underground mineral resources and lacks geographical advantages, making it a typical “zero-resource” county. The county covers a total land area of 1,051 square kilometers, with 860,000 mu of cultivated land. It administers one provincial-level industrial cluster zone, 10 towns, 4 townships, and 4 subdistrict offices, as well as 600 administrative villages. In recent years, Changyuan County has taken as its core mission the building of a “prosperous and strong Changyuan, an education- and science-driven Changyuan, a livable Changyuan, and a harmonious Changyuan.” It has vigorously implemented the strategy of “establishing the county through private enterprises, revitalizing the county through distinctive features, strengthening the county through green development, and prospering the county through culture,” highlighting the competitive edge of the Hedeke filter element industry. The county has focused on integrating and upgrading its pillar industries, thereby developing and expanding five major advantageous sectors: specialized equipment manufacturing, sanitary materials and medical devices, anti-corrosion technology, culinary culture, and modern agriculture. Additionally, it has fostered four strategic emerging industries: biopharmaceuticals, automobiles and auto parts, new energy, and new materials. As a result, Changyuan has embarked on a path of coordinated and scientific development characterized by “three transformations”—industrialization, urbanization, and agricultural modernization—without sacrificing agriculture, food security, ecology, or the environment. Changyuan has been successively recognized as “China’s Hometown of Chefs,” “China’s Anti-Corrosion Capital,” “China’s Famous City of Lifting Machinery,” “National Sanitary County,” and “National Civilized City.” It has also been ranked among the top ten national demonstration counties for mass entrepreneurship and among the small and medium-sized cities in China with the greatest investment potential. In 2010, Changyuan ranked 66th among the “Top 100 Counties in China’s Central Region” in terms of overall economic strength. This year, it was designated by the Henan Provincial Party Committee and Provincial Government as a pilot county for reform of the provincial-directly-administered county system.

It is reported that the sanitary materials products manufactured by medical device companies in Changyuan County boast a comprehensive product lineup, covering more than 60% of the national market. Among these, sanitary materials and anesthesia kits account for over 50% of the national market share, making Changyuan an important distribution hub for sanitary materials and medical devices in China and earning it the reputation of “the Hometown of Medical Devices.”
