The medical device industry will usher in sustained, healthy development.

According to reports, the Ministry of Science and Technology’s key special project, “Special Plan for Scientific and Technological Development of the Medical Device Industry 2011-2015,” has been completed and is expected to be released soon after extensive consultation with medical device companies.

The Chinese medical device market is developing rapidly and has vast potential.

Currently, China's medical device market is expanding rapidly and has become the world's third-largest medical device market, following the United States and Japan. China has now emerged as a key region driving global market growth. In the coming years, if the current growth rate continues, China will surpass Japan to become the world's second-largest medical device market. Thanks to the dynamism of China's medical device market, coupled with the guidance of national policies and the demand for upgrading and replacing equipment in domestic healthcare institutions, China has become a massive consumer market for medical devices.

Driven by market demand and under the backdrop of China’s sustained and stable economic development, China’s medical device industry has been experiencing rapid growth. In recent years, the Chinese medical device industry has maintained a high growth rate, with sales revenue growth consistently above 17%, averaging 20.81%. In 2006, the industry’s sales revenue reached 42.771 billion yuan; in 2007, the Chinese medical device industry achieved sales revenue of 54.795 billion yuan, representing a year-on-year increase of 28.11%. Among these, sales of high-end medical devices have already reached 10 billion yuan, maintaining an average annual growth rate of around 20%.

Meanwhile, the new healthcare reform explicitly states that the state will gradually increase its investment in public health systems as well as in primary-level medical and health services in urban communities and rural areas. As medical device companies further explore the “going to rural areas + community” market and continue to adjust their structures and upgrade their industries, the medical device sector has entered a period of rapid development. In the future, primary-level medical institutions in second- and third-tier county towns and townships will become the focal point of China’s medical device market. Moreover, economically underdeveloped regions, including those in central and western China, will also be key areas for future growth. With the growing purchasing power in these regions and the continued increase in national healthcare reform investments, the growth potential for districts and counties will be substantial.

Development issues are prominent.

According to available data, the overall level of medical equipment in domestic medical institutions remains relatively low. Medical devices are unevenly distributed across regions and among different medical institutions, with medical resources concentrated primarily in large urban hospitals. Currently, 15% of the instruments and equipment in medical institutions nationwide were manufactured before the 1970s, and 60% were produced before the mid-1980s.

Behind China’s booming medical-device market lie hidden concerns. Similar to China’s pharmaceutical industry, the country’s medical-device sector also faces challenges such as a large number of small-scale enterprises, low industry concentration, insufficient investment in scientific research, and weak innovation capabilities. In fact, the medical-device industry is a high-tech sector characterized by multidisciplinary integration, knowledge intensity, and capital intensity—a sector with relatively high barriers to entry. Although China boasts a large number of medical-device companies, most of them can only survive in the mid- to low-end markets or supply components and parts to foreign companies. Their share in the high-end market falls short of one-third, and their products still lag behind those of foreign competitors in terms of service life and product quality.

Chinese domestic medical device companies have a very low market share in the high-end segment, where foreign firms dominate. Despite the vast size of China’s domestic medical device market and the large number of medical device manufacturers within the country, China still has to import substantial quantities of medical equipment from abroad. Each year, China spends hundreds of millions of U.S. dollars in foreign exchange to import large amounts of medical devices, while nearly 70% of the domestic medical device market has already been divided up among foreign companies.

Multiple favorable factors will drive the continued development of the medical device industry.

A relevant official from the Planning and Finance Department of China’s Ministry of Health stated at the 20th Academic Annual Conference of the China Medical Equipment Association this year that during the 12th Five-Year Plan period, the central government will continue to increase its investment in medical device and equipment projects. This investment will support primary-level medical institutions in equipping themselves with essential equipment, strengthen the construction of disease control agencies, occupational health and safety institutions, and maternal and child health institutions, and ensure they are equipped with necessary devices. Additionally, efforts will be made to improve the rural emergency rescue system and gradually increase the number of ambulances and essential emergency equipment. Furthermore, the provision of health education equipment for primary-level medical and health institutions and the equipment development for training bases for medical and health personnel have also been included in the scope of consideration.

Meanwhile, Meng Jianguo, Deputy Secretary-General of the China Association for Medical Device Industry, stated at the conference that supporting the medical device industry will be one of the key priorities of the 12th Five-Year Plan.

Over the next five years, demand for medical equipment, imaging devices, laboratory testing equipment, and information technology products in China’s county-level hospitals will surge. “The new healthcare reform is making substantial investments in primary-level medical institutions; this year, the state will allocate 2.5 million yuan per county hospital and 2 million yuan per traditional Chinese medicine hospital.” Currently, China has over 1.8 million natural villages and nearly 420,000 township-level governments. Moreover, the new healthcare reform is boosting the private hospital market, which will in turn create business opportunities for the medical device market.

According to sources from the Ministry of Industry and Information Technology, during the 12th Five-Year Plan period, China will significantly enhance the digitalization, intelligence, and networking of medical devices, thereby boosting the development of domestically produced medical equipment. In the next step, it is expected that remanufacturing in the medical equipment sector will also be realized.

According to sources from the Ministry of Science and Technology, this Specialized Plan provides support for medical devices across the high-, mid-, and low-end segments. The plan focuses on 10 categories of essential basic equipment for primary-level healthcare, and it aims to promote the widespread adoption of high-quality, cost-effective ultrasound and color Doppler equipment that is well-suited to China’s national conditions. In the high-end product sector, the plan will prioritize addressing the issue of high-value consumables and strive to gain pricing power. Additionally, medical device service businesses will receive support.

Moreover, with technological advancements and China’s rapid economic development, the pace at which China aligns with international standards is accelerating, which will in turn promote the renewal and upgrading of domestic equipment and expand the market capacity for medical devices. At the same time, China has a large population base and a rapidly growing natural population, and natural population growth is a fundamental driver of consumption of medical goods. Along with economic development, people’s living standards have also improved significantly. People are increasingly striving to enhance their quality of life, demonstrating a strong awareness of health and wellness, and thus exhibiting a substantial demand for medical device products.

With the introduction of supportive national policies, as well as the development of the market economy and growing market demand, the medical device industry will usher in sustained and healthy growth.
